DCYF Family, Friend, and Neighbor (FFN) Stabilization Grant

As a result of the Federal American Rescue Plan Act, funds are to be used to stabilize, support, and grow the diverse early learning workforce in a way that rebuilds a stronger child care system and expands access to affordable high-quality care.
Funds will be available to child care providers in the form of:
Licensed Child Care Stabilization Grant
OR
Family, Friend, and Neighbor (FFN) Stabilization Grant
Who is eligible to apply for this grant?
License-exempt FFN providers who have served at least one child on subsidy in four of the last six months
OR
two of the last three months and claim for subsidy through the Social Service Payment System (SSPS) at time of application.

What is the amount of this grant?
The FFN Stabilization Grant consists of:

Providers who meet certain verifiable criteria may be eligible to receive an additional “add-on” amount on top of their program amount.

Seattle Relief Fund

The Seattle Relief Fund is $16 million of funding for direct cash assistance to Seattle’s most vulnerable low-income residents and their households who have been impacted by the COVID-19 crisis.
Application and payment timeline
Awards will be $1,000 – $3,000 depending on household size. You should only submit one application per household.

There was an error with the household income amounts in the application for the one-time financial assistance for King County family, friend, and neighbor caregivers. The household income amounts in the application were too low.

With funding from King County, Child Care Resources is offering one-time $1,500 financial assistance to 250 Family, Friend, and Neighbor caregivers who live in King County, Washington.
Financial assistance will be made to caregivers with low incomes who are currently taking care of at least one child ages birth – 12 years for 10 or more hours a week.

Starting Thursday,(jULY1,2021), subsidies available through the Affordable Care Act were authorized by the $1.9 trillion American Rescue Plan Act, which was enacted in March 2021 by President Joe Biden.
Deadline for enrollment is Aug. 15,2021 and benefits will last until the end of the 2021 year.

Important changes to the Child Tax Credit will help many families get advance payments of the credit starting the summer of 2021.
The IRS will pay half the total credit amount in advance monthly payments beginning July 15.
You will claim the other half when you file your 2021 income tax return. These changes apply to tax year 2021 only.
To qualify for advance Child Tax Credit payments, you — and your spouse, if you filed a joint return — must have:
Filed a 2019 or 2020 tax return and claimed the Child Tax Credit on the return; or
Given us your information in 2020 to receive the Economic Impact Payment using the Non-Filers: Enter Payment Info Here tool; and
A main home in the United States for more than half the year (the 50 states and the District of Columbia) or file a joint return with a spouse who has a main home in the United States for more than half the year; and
A qualifying child who is under age 18 at the end of 2021 and who has a valid Social Security number; and
Made less than certain income limits.

Who is Eligible?
To be eligible for funeral assistance, you must meet these conditions:
The death must have occurred in the United States, including the U.S. territories, and the District of Columbia.
The death certificate must indicate the death was attributed to COVID-19.
The applicant must be a U.S. citizen, non-citizen national, or qualified alien who incurred funeral expenses after January 20, 2020.
There is no requirement for the deceased person to have been a U.S. citizen, non-citizen national, or qualified alien.
If you had COVID-19 funeral expenses, we encourage you to keep and gather documentation. Types of information should include:
An official death certificate that attributes the death directly or indirectly to COVID-19 and shows that the death occurred in the United States, including the U.S. territories, and the District of Columbia.
Funeral expenses documents (receipts, funeral home contract, etc.) that includes the applicant’s name, the deceased person’s name, the amount of funeral expenses, and the dates the funeral expenses happened.
Proof of funds received from other sources specifically for use toward funeral costs. We are not able to duplicate benefits received from burial or funeral insurance, financial assistance received from voluntary agencies, government agencies, or other sources.
How Funds are Received?
If you are eligible for funeral assistance you will receive a check by mail, or funds by direct deposit, depending on which option you choose when you apply for assistance.

You may pre-register to be included in the tenant selection pool. You must meet the household eligibility requirements below to pre-register.
Tenant selection pool
Each week, we will randomly select registered tenants to participate in the program. The number selected will vary based on service providers’ capacity. Weekly selections will continue until all EPRAP funds are disbursed.
King County is also operating the City of Seattle’s tenant selection pool. Until the City’s funds are disbursed, Seattle residents will have two chances to be selected each week; first in the Seattle selection process, and secondly in the wider King County selection process.
Once you register, you can sign back into this website at any time to check your status. If you are selected, one of our contracted community-based organizations will send you information about next steps via text and/or email message in your preferred language.
Household eligibility
An “eligible household” is defined as a renter household where at least one or more individuals meets the following criteria:
Residence within the King County geographical area
A lease; or proof of regular recurring rent payments
Household income at or below 50% of Area Median Income; households can use 2020 income or current income to prove eligibility;
Median family income 50% Income limits* ($) by number of persons in family.
* Seattle – Bellevue, WA HUD Metro FMR Area Median Income Limits
Must prove they are experiencing a financial hardship directly or indirectly due to the COVID-19 outbreak;
Must prove they are at risk of experiencing homelessness or currently experiencing housing instability
Rental assistance provided to an eligible household cannot duplicate any other federally funded rental assistance provided to the household. Eligible households that include an individual who has been unemployed for the 90 days prior to application for assistance and households with income at or below 50% of the area median are to be prioritized for assistance
*US Citizenship is not a requirement under EPRAP assistance. We will not ask for information about immigration status.

King County is starting the next round of the Eviction Prevention and Rental Assistance Program (EPRAP). The program helps people experiencing financial hardship due to COVID-19 at risk of housing instability or homelessness.

Guarantee that No American Has to Choose Between Paying Their Bills and Keeping Themselves and Their Families Safe from COVID-19. In 2019, 43% of American households reported having at least one member with pre-existing conditions, many of whom may have a heightened risk of serious illness or death if they contract COVID. President Biden believes that workers should have the right to safe work environments and that no one should have to choose between their livelihoods and their own or their families’ health. As one of many measures to help keep workers and their families’ safe throughout the pandemic, the President is asking the Department of Labor to consider clarifying that workers have a federally guaranteed right to refuse employment that will jeopardize their health and if they do so, they will still qualify for unemployment insurance.

WASHINGTON – The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced that the Paycheck Protection Program (PPP) re-opened the week of January 11 for new borrowers and certain existing PPP borrowers. Washington Gov. Jay Inslee has again extended the state’s eviction moratorium, this time through the end of March 2021.
Inslee said in a news release on Wednesday that the moratorium has been critical for many people as they cope with the impacts of the coronavirus pandemic.
The moratorium has been in place since March 2020 and was already extended several times. It was scheduled to expire next week. It bans, with limited exceptions, residential evictions, and late fees on unpaid rent. It also requires landlords to offer residents a repayment plan on unpaid rent.
Inslee said additional details about the latest extension would be provided.

PROGRAM OVERVIEW
With many landlords and tenants hit hard by impacts of the COVID-19 pandemic, King County is expecting to face a large number of eviction cases after state and federal moratoria on evictions are lifted. In hopes of reducing the severity of a wave of evictions in the community, the King County Superior Court has established an Eviction Resolution Program (ERP) that will require problem solving steps in situations involving non-payment of rent so that there will be no need to file an eviction case.
The goal of the program is to bring all parties together with trained resolution specialists to explore solutions such as available state and local rental assistance, or achievable payment plans that could help tenants retain their housing and divert many situations from the legal eviction process. The program was developed by the state Superior Court Judges’ Association (SCJA) in partnership with the state Office of Civil Legal Aid.
The objective of the ERP is to:
Bring all parties to the table with the assistance of qualified and trained Eviction Resolution Specialists;
Explore the amount of rent arrears, the current and prospective circumstances of the tenant, the availability of rent and other assistance to cure or partially cure the arrearage;
Discover a range of other terms that might resolve the matter in a way that allows the tenant to retain housing (and avoid the need for filing of an unlawful detainer action)

Eviction Resolution Program (ERP) – King County Superior Court
Right now six counties are participating: King, Pierce, Snohomish, Spokane, Thurston and Clark.
The program serves as mediation between a tenant facing eviction and landlords. It is specific only to non-payment issues because of the pandemic.
Here’s how it works: Tenants and landlords meet with resolution specialists who can mediate efforts to create repayment plans, resolve disputes and connect with rental assistance programs.
Landlords are required to participate before they can file rent-related evictions. If a renter chooses not to participate in the program, landlords can proceed with rent-related evictions.

COMING SOON !! King County’s Stipend for Workers to Isolate and Quarantine (SWIQ) program WILL PROVIDE direct cash stipends to help eligible workers and their families with expenses when they can’t work during isolation and quarantine. The program WILL provide eligible workers with a one-time stipend to cover some expenses for 2-3-week isolation and quarantine periods.
This program WILL go through December 30, 2020 or until the $3 million in funding is all given out.

To support small businesses during the COVID19 pandemic, the Washington State Department of Commerce has developed The Community Small Business Resiliency Grant Program.
Commerce’s intent is to award each eligible applicant the maximum award available up to $10,000, based on the number of applications. HOWEVER, if the award per applicant would be less than $4,000 based on volume of eligible applicants, the applications will be reviewed and scored to determine award.
The Community Small Business Resiliency Grant Program is available to eligible* small businesses licensed in Washington State. Businesses must have been in operation since March 1, 2019 and have no more than 20 employees. Grant funds can be used to cover working capital shortfalls due to COVID-19 hardship.*

Who can apply
To apply for the fund you must:
Live in Washington State
Be at least 18 years old
Have been significantly affected by the pandemic (such as losing work, being infected by the virus, or caring for a family member who was infected)
Not be eligible to receive federal stimulus dollars or unemployment insurance money due to immigration status.

Applicants must live in or attend school in or work within the Seattle city boundaries.
The Fund provides a one-time direct cash payment of $1,000 for qualifying adults and up to $3,000 for families with children.
The application period is open for three weeks, BEGIN Thursday, October 15, 2020, 9:00 p.m. to November 5, 2020, 11:59 p.m.

The Seattle COVID-19 Disaster Relief Fund for Immigrants is $7,940,000 of funding for direct cash assistance to Seattle’s most vulnerable low-income immigrant residents and their households. This program prioritizes applicants who were ineligible for federal CARES Act Economic Impact Payments (also known as a “coronavirus stimulus check”) and state unemployment insurance based on their immigration.

The Washington State Department of Commerce (DOC) is distributing approximately $100 million in state Corona-virus Aid, Relief, and Economic Security (CARES) Act to operate a new rent assistance program launched August 1. The DOC will disperse the funding through its existing network of homeless services grantees and organizations serving homeless youth.
The program will:
Focus on preventing evictions by paying up to three months of past due, current, and future rent to landlords for eligible participants.
Address some of the need resulting from the corona-virus pandemic.
Hopes to reduce some of the stress both renters and landlords are facing now and in the future.
Rent assistance is limited to three months and the program ends December 31, 2020.
